Bidder Requirements

  • Selbst-declaration that an entry in the professional or commercial register or some other comparable evidence of the permitted professional practice is available in accordance with § 44 Paragraph 1 VgV.
  • Company's (consolidated) annual financial statement for the company's last completed financial 2023-2024), including the income statement, and, if applicable, the {consolidated} annual financial statement for the parent company's last financial year {if the applying part of the company is a subsidiary} according to the official German Savings Banks Association {DSGV} or RSU corporate rating procedure by the IB.SH loan department. The rating grades are then categorized. Providers with a GDPR / RSU corporate rating grade of 12 or below will not be further considered in the procedure - exclusion from the tender.
  • Self-declaration that the bidder has an appropriate public liability insurance or that such an insurance will be made if a contract is concluded (according to § 45 Paragraph 1 No. 3 VgV).
  • IB.SH is looking for an agency with a proven record of working on core activities of this tender (as defined in ToR section 2.1 - 2.3), in particular in the area of marketing and communication assignments, for EU Interreg funding programmes, or similar clients, that is capable of delivering services sustainably and in high quality. We assess the company profile, in particular the facts and figures, experience, references and relevant information of the agency in the above mentioned area.
  • IB.SH is looking for an agency with a proven record of working on core activities of this tender (as defined in ToR section 2.4), in particular in the area of websites, databases and mobile apps development and management assignments, for EU Interreg funding programmes, or similar clients, that is capable of delivering services sustainably and in high quality. We assess the company profile, in particular the facts and figures, experience, references and relevant information of the agency in the above mentioned area.
  • IB.SH is looking for a well-qualified and well-managed team capable of delivering diverse marketing and website programming services as described in the ToR at a high quality and at a good pace in an international environment.
  • IB.SH is a German public development bank, while its department Interreg Baltic Sea Region works entirely internationally, with English as the working language. Therefore, staff members who will work with IB.SH. must demonstrate sufficient language skills in English be able to communicate in English fluently (at least B2-level in both understanding and writing in both). The project manager (and the substitute) must in addition demonstrate a sufficient level of proficiency in German (at least B2 level in all categories of understanding, speaking and writing).
  • IB.SH is a German public development bank, while its department Interreg Baltic Sea Region works entirely internationally, with English as the working language. Therefore, the CEO/owner of the agency and the project manager (and substitute project manager) must demonstrate very good language skills in English. They must demonstrate at least C1 level in all categories of understanding, speaking and writing of the self-assessment by the Common European Framework of Reference for Languages.
  • A signed self-declaration that the service provider is able to carry out all tasks of brand development, design and web portal development (as defined in ToR sections 2.1, 2.3 .4) in-house without subcontracting a third party.
  • A signed self-declaration that the bidders got acquainted with all the requirements of the Checklist (Annex 10 to the ToR).
  • Quality of the presentation of the documents: IB.SH considers it crucial how the service provider positions itself towards the client. One important aspect is in how far the service provider responds to the client’s needs. In the ToR, we requested from the bidder a number of documents in order to obtain a complete picture of the company. We assess in how far these documents provide a complete picture and in how far the service provider responds to the client’s needs. We assess the presentation of information and documents in terms of its structure, clarity, transparency, comprehensivenenss, completeness, use of plain vs. technical language, application of standard slides vs. customised ones towards the client and other aspects that demonstrate a strong interest in the customer. All the documents are to be submitted in English.
  • Self-declaration that the central trade register does not contain any negative entries. Note: The GMSH will obtain an extract from the central trade register before awarding the contract.
  • Self-declaration that the contractor recognises the terms of the tender and has not made any cartel agreements, price fixing or similar agreements and excludes the effectiveness of the company's own general terms and conditions and, if these are used on the back of business letters or are in any other form attached to the application, have no effect.
  • Self-declaration according to a form, that according to Regulation (EU) 2022/576 there is no connection to Russia in terms of this Regulation.
Project Overview

Interreg Baltic Sea Region is an EU funding Programme co-financed from the European Regional Development Fund (ERDF). We offer more than money: we bring together cultures, perspectives and expertise to get the best ideas and joint solutions. With our support, projects drive the transition to a green and resilient Baltic Sea region. Partner organisations working in projects come from nine countries (Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Norway, Poland, Sweden). --------------------------------------------------------------------------------------------------------------------------------------------------------------- The Programme is implemented by two bodies, the Monitoring Committee and the Managing Authority/Joint Secretariat (see www.interreg-baltic.eu/contacts). The countries involved in the Programme have designated IB.SH (www.ib-sh.de/en) at Kiel/Germany, a publicly owned, non-profit making, regional development bank, as joint Managing Authority (MA) and host of the Joint Secretariat (JS). The MA/JS is responsible for the day-to-day management of Interreg Baltic Sea Region. The official Programme language is English. For more information, please visit www.interreg-baltic.eu. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The Interreg Baltic Sea Region Programme belongs to the Interreg community of 86 programmes (see www.interreg.eu), which pursues one common brand, both in terms of its visual features (see annex 3) and in joint narrative (see annex 4). --------------------------------------------------------------------------------------------------------------------------------------------------------------- Interreg programmes are arranged in the programming periods of seven years, corresponding to the Multiannual Financial Framework of the European Union. The current funding period lasts from 2021 until 2027, and the next funding period lasts from 2028 until 2034. At the moment, we are at the peak of the current Programme’s implementation, putting a stronger emphasis on promoting project results and Programme achievements, as well as on offering support to ongoing projects actively maintaining their project pages hosted at www.interreg-baltic.eu/projects. --------------------------------------------------------------------------------------------------------------------------------------------------------------- Soon, however, we will step into a transition phase from one funding period to another. During this transition phase, it is the MA/JS’s task to ensure that the existing marketing infrastructure, namely the Programme’s website (www.interreg-baltic.eu) and the project library (www.interreg-baltic.eu/projects) are publicly accessible and maintained, while necessary amendments and preparations for the launch of the new Programme are ongoing. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The current contracts for the maintenance and development of the website, project library and matchmaking platform will end by the end of February 2026. The agency will take over the maintenance and development of the Programme websites to ensure continuity in Programme communication and support to projects managing their project pages. Website reviews and developing other marketing activities for the new Programme (e.g. brand book, basic marketing material, kick off of the Programme) are foreseen from 2027 onwards. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The objective of the assignment is to receive professional, continuous and comprehensive support in reaching the Programme’s communication aims. The annual marketing budget amounts to about 60,000€ on average. It will be adjusted according to the needs of the Programme. The total volume of the contract shall not exceed 800,000 € for a maximum duration of this framework contract by end of 2034. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The contact people at the MA/JS for the marketing agency are currently two communication officers and a communication assistant. The working language is English for all communication between the Joint Secretariat/Managing Authority and the agency, as well as the products. To facilitate cooperation, the agency shall name one project manager and one substitute project manager who will serve as the main contacts for the MA/JS. Communication between the MAthe agency shall take place by e-mail, phone and online via tools offered and secured by the agency as part of the project management. The agency shall also provide suitable software for planning, jointly implementing and reviewing marketing jobs (for online and offline products). This should include a solution for the transfer of large files in both directions. We expect some physical meetings and training to take place in Rostock, where the MA/JS is based, and in other places, upon request.
