The E-Motion Program aims to decarbonize transport in Latin America and the Caribbean. GIZ implements technical assistance, focusing on policy, market development, infrastructure, fleet deployment, and capacity building. The program addresses regulatory, financial, technical, and infrastructural barriers to e-mobility. Sub-program 1 covers Argentina, Brazil, Colombia, Costa Rica, Dominican Republic, Mexico, and Peru. Sub-program 2 covers Panama, Paraguay, and Uruguay. The project involves policy and institutional strengthening, investment mobilization, capacity building, and e-mobility solutions. A service provider will support TA activities. The contractor will perform activities related to 5 core areas: policy, governance and regulation; market development, finance and business models; infrastructure, energy and technology; fleet deployment and operations; and capacity development, awareness and knowledge exchange. This includes building coherent policy frameworks, enabling financial viability, ensuring technical systems for deployment, managing fleet operations, and fostering knowledge exchange. Contract management, overarching tasks, and responsibilities are also key. The personnel structure includes a Team Leader, Senior Technical Expert on E-Mobility, and Project Officer. The project aims to translate climate ambition into practical transformation for low-carbon, inclusive, and resilient transport systems. The TA and FA model strengthens governance, mobilizes investment, builds capacities, and delivers concrete e-mobility solutions. The project involves significant regional and technical expertise. The duration is 42 months with potential for extension. The project is co-financed by GCF, CAF, and AFD. The technical assistance is integrated into the Mobilize Net Zero Project of the International Climate Initiative (IKI).
