Project Overview

The Swiss-Ukrainian project “Reducing Risk Factors for Non-Communicable Diseases (NCDs) in Ukraine” (Act4Health) aims to reduce the burden of disease and prevent premature mortality caused by non-communicable diseases. The project is supported by the Swiss Confederation through the Swiss Agency for Development and Cooperation (SDC). The Act4Health Project hereby invites interested bidders to submit a proposal for the supply of project vehicles. These vehicles will strengthen the operational capacity of Primary Health Care (PHC) Centers. These centers serve as the foundation for establishing Advanced Continuum Care Centers (ACCCs). ACCCs are integrated service hubs. They provide continuous, people-centered care for patients with NCDs and other chronic conditions. ACCCs are based at the primary-care level. They work in close coordination with local social service providers. This ensures a seamless continuum of medical and social support. This support is at the community level. The procurement is for electric vehicles. Adaptations for transporting persons with disabilities are included. This includes wheelchair users. The contract is for supplies. The tender procedure is open. There are no EU funds. No variants are allowed. No multiple tenders are allowed. No financial guarantee is required. The bid submission deadline is 02.02.2026 at 18:00. Bids must be submitted by e-mail exclusively. The language for bids is English or Ukrainian.

  • Instructions on legal remedies In accordance with Article 56 paragraph 1 of the Public Procurement Act (PPA), a written appeal against this decision can be lodged with the Federal Administrative Court, P.O. Box, 9023 St. Gallen, Switzerland, within 20 days of notification. Any appeal is to be submitted in duplicate and must include what is being sought, the grounds for appeal, evidence and the signature of the person lodging the appeal or his or her representative. A copy of this decision and available evidence must be included. The provisions of the Administrative Procedure Act (APA) on legal holidays do not apply in accordance with Article 56 paragraph 2 of the PPA. Based on Article 52 paragraph 2 of the PPA, the appeal can be used only to establish that this decision violates federal law, but not to apply for its cancellation. Foreign providers are permitted to appeal only to the extent that the state in which they are domiciled grants reciprocal rights.
