The contract concerns the provision and management of technical assistance services to support the implementation of the programme 'Improved Service Delivery for Citizens in Cambodia II (ISD II)', a multi-donor initiative jointly financed by Germany, Switzerland and Luxembourg. The overall objective is to improve inclusive, climate-sensitive and digital public service delivery at District and Municipal level in Cambodia. The contractor will mobilise and manage short-term national and international experts as well as one senior international long-term advisor. The scope includes work packages on service innovations, organisational and HR strengthening, citizen participation and accountability, peer-learning networks, and strategic legal reform advice. The project follows a systemic, multi-level approach working with 18 selected 'champion DMs' in four partner provinces.
