The procurement procedure is for a framework agreement on the services of 'Direct Contributions' (Lot 2: Transition to Memory Safety). Services include targeted technical, security-related and regulatory further development of open source software through analyses, code changes, documentation and maintainer support. The framework agreement has a maximum contract term of four years. Bidders must provide at least two references for comparable services since January 1, 2023, related to the transition from memory unsafe to memory safe languages. An average annual turnover of at least EUR 200,000.00 (net) from the business area 'Transition to Memory Safety' is required. Business liability insurance with a minimum coverage of EUR 1.0 million for financial loss is also required. Communication and submission of tenders will be via the electronic procurement platform DTVP. The tender deadline is March 25, 2026, 10:00 CET.
