Technical assistance for the 'Improved Service Delivery for Citizens in Cambodia II (ISD II)' programme, focusing on subnational governance, decentralisation reform, and digital service delivery.

The contract concerns the provision and management of technical assistance services to support the implementation of the programme 'Improved Service Delivery for Citizens in Cambodia II (ISD II)', a multi-donor initiative jointly financed by Germany, Switzerland and Luxembourg. The overall objective of ISD II is to improve inclusive, climate-sensitive and digital public service delivery at District and Municipal level (DMs) in selected provinces of Cambodia. The contractor will mobilize and manage short-term national and international experts as well as one senior international long-term advisor. The scope includes work packages related to service innovations, service improvement planning, organizational and HR strengthening, citizen participation and accountability, peer-learning networks, and strategic policy advice for national reform processes.
