The GIZ Global Program (GP) BACKUP Health seeks a contractor to lead the coordination, adaptive design, management, and implementation of a tailored leadership program (L4HSS) inspired by the L4UHC program. The program aims to support partner countries in health system reform processes by strengthening leadership competencies, developing collective vision and commitment, fostering collaboration, and establishing collective action initiatives (CAIs) for integrating Health Technology Management (HTM) services into national systems and ensuring financial sustainability. The contractor will be responsible for end-to-end implementation, adapting the L4UHC framework, facilitating workshops and coaching, and documenting project progress. Key outcomes include enhanced leadership competencies, established collaboration, creation of nine design options for ATM integration, and production of six strategic, legislative, or planning documents. The project duration is expected to be 32 months, from signing in 2026 to November 2028. The service package comprises six work packages: Operational Set-Up, Didactic Adaptation, core implementation, event management, Monitoring, Evaluation, and Reporting, and communication. The contractor must align with GIZ's General Terms and Conditions, including data protection, information security, safeguards, gender equality, environmental protection, climate action, conflict sensitivity, and human rights.
